Answer:

As we all must be knowing the condition that prevailed in pakistan when General Pervez Musharraf was in power..

Democracy is a rule of the people. The ultimate power to take decisions also lies within the hands of the common and ordinary people. But in the referendum held in 1999. there was a military coup in the country which led to the coming of Musharraf in power. Musharraf had overthrown a democratically elected government to establish his own military rule. However, none of these army generals or the military were directly or indirectly elected by the people. so they were not the true representatives of the people and the government thus formed couldnt be called a democratic government.

Elections were always held, but the ultimate say in taking the decisions was with general Musharraf himself..the people were given no real choice to express their views and opinions..

All this shows us that Pakistan can not be called a democracy since it doesn't follow the democratic principles at all..
