NREGA stands for National Rural Employment Guarantee Act. 
It is a govt. act to improve the living conditions of the rural community.
A person (from rural regions) who is able and willing to work can approach government officials and ask for a work for 100 days. NREGA provides work for 100 days at an appropriate wage. If the government fails to provide 100 days of work or the work provided is completed before 100 days, the government has to pay the wage for the remaining days. 
For example, you are an unskilled labourer who approached NREGA. You got a work at a construction site. But the work was completed in 80 days, hence the employer paid you only for 80 days, then the government has to pay your for the rest of the 20 days.
