There many example where motion is not concluded.
This happens when a body is in motion but from the reference point, motion can be concluded.
Example 1 :- The sun is in continuous motion but we can see that.
               2 :-  If we are traveling in a bus, then a bus which is parallel                       to our bus is not in motion to us.
