It's due to excess of friction .we can overcome the friction given by the road but when we apply brakes they are attached by the tires and try to stop it desperately and it's way too difficult to overcome such frictional force(friction is a force that tends to stop a moving object or prevent stationary object from moving)

When we move a cycle with its brakes on the tyres can only skid that is, there is sliding friction which is more than rolling friction hence it is difficult to move a cycle with brakes on.
