Take a beaker or mug of water , now stir water with something so that water comes into rotational motion . Water or any liquid flows in the form of layers , each layer has different velocity because the last layer present with surface will experience a frictional force , so last layer will flow with minimum velocity while the top layer will flow with maximum velocity. Water which you took in a beaker , when you stir , it comes in rotational motion , you can clearly see the layer which is in contact with wall of the beaker has minimum velocity and is rotating slowly as compared to the centre layer . Due to different velocities of every layer during motion, a viscous drag force comes into play which resist the motion of water .As a result water comes at rest after sometime .
