Northwest parts of India get some rains due to cyclone depression also known as Western Disturbances, which occurs in Mediterranean Sea and blow towards the Iraq,then Iran,then Afghanistan, then Pakistan and after that it reach in the Northwest part of India. And the cyclone or the air current carries with it for the rainfall. So, that's why Punjab receive rainfall in winter.
