a) dogs hang out their tongue in summer due to regulate their body temperature in summer . Dogs have high body temperature, moreover they have fewer sweat glands to secret..so they hang their tongue to make themselves cool.

b)When sugar crystals dissolve in water, The level of water will not rise because particles of water have intermediate space in them,sugar occupies its space and so we don't see rise in level of water.
