Flimnap is one of the most trusted ministers of the Emperor of Lilliput. He is the Lord high treasurer of Lilliput. He had a dislike for Gulliver because the latter was allowed a quantity of meat and drink sufficient for the support of 1728 Lilliputians. One day when the Emperor invited Gulliver for dinner, he also invited Flimnap. Flimnap attended the dinner with his white staff. He often looked on Gulliver with a sour countenance. He pointed out to the Emperor the huge cost of food which Gulliver, the man-mountain, consumed everyday. In fact, he wanted that Gulliver should be dismissed from Lilliput.
After a few days, there was a scandal in the country. It linked Gulliver's name wih that of Flimnap's wife. As a result of it, Flimnap developed an inimical attitude towards Gulliver as well as his wife. When Gulliver succeeded in clearing his name and his lady's name, Flimnap was reconciled with his wife. But he remained inimical to Gulliver.
