no it cannot be written as because h3o 3 or refers to
3 molecules of hydrogen and 1 molecule of oxygen with 1 cationic charge Oh3+ o refers to 1 molecules of oxygen and one molecule of hydrogen with 3 + cationic charges

We always write the lesser electronegative atom first in the molecular representation of a molecule. So among H and O Hydrogen is lesser electronegative than Oxygen so we can't write H3o+ as Oh3+
