oxidation is opposite of nature so first let conclude it's oxidising tendency and then reverse the order to get reducing tendency.

H3PO4 - it \: can \: give \: 3 \:  {oh}^{ - }
H3PO3- It can give 2 OH ion

H3PO2-It can give 1 OH ION

Oxidation tendency order-

H3Po4>H3PO3>H3PO2

so, reducing order be

H3PO2>H3PO3>H3PO4.
