When we say "health care" it includes all hospitals, doctors and pharmaciatical companies. You have a wrong understanding of the words. When it comes to hygiene and a healthy lifestyle, each individual is accountable. But I cannot put everyone under the same category. There are uneducated people in rural areas who need awareness on cleanliness, prevention of diseases, etc. There are also people living in poverty who cannot afford to pay the doctors fees or buy medicines.
