Rate of effusion can be defined as  volume / time 

 rate of he/ rate of O2=under root M.W. O2/ M.w.he

 

So (10/5)/(10/T)=under root 32/4

 So T =14.14

Hence, Oxygen will take 14.14 sec to effuse
