why do we say that 'charges are always produced in pairs'?

Its the direction, motion Of flow of ions that effectively depict the charge. In a battery the potential os formed due to the concentration of ions in a particular direction. and we also know that like charges repel and unlike charges attract. so, due to this universal truth,"charges are produce in pair".
