Well you need to know electronegativity for that first.
Now a polar compound is one with a net dipole moment, example being HCl.
Here Cl is more electronegative than H so a dipole moment is created thus HCl being a polar compound.
The opposite of polar being non polar i.e. the net dipole moment of the compound is zero.
Example being CO2 which has a linear structure and oxygen being on both sides of carbon the moment goes from C to O in both the directions thus cancelling the overall effect.
