A Proclamation of National Emergency may be made if President is satisfied that the security of India or any part thereof threatened by war or external aggression or armed rebellion. No such Proclamation can be made unless the decision of the Union Cabinet has been communicated to the President in writing.
Its Duration: Every such proclamation must be approved by both the Houses of the Parliament within one month by a special majority (i.e. by a majority of the total membership of the House and a majority of the total membership of not less than two-thirds of the members present and voting).
Even then, it cannot remain in operation for more than six months at a time. It will get a fresh lease of six months at a time. It will get a fresh lease of six months every time after being approved by Parliament by the said majority.
