Hello friend.

A potential resource is basically a resource which has the capacity to be utilised and be considered as a sustainable resource in the future but then an actual resource is one where the particular resource has already been implemented after considering every aspect of it.

So I think that a potential resource can be changed into an actual resource through research and development to find a way to best use that resource in an efficient manner.

eg of an actual resource would be petroleum and for a potential resource would be used of hydrogen as a fuel
