How can i make a working 3D model on pollution control

1.make a building house contaning tank for rain water conservation .!2put 4solar plates in 4 direction so that solar plates would get contenous sun rays...!3.make the tank in such a way that the over flow of water falls on garden ....4..make a street lights fixed solar plates on it.:-) :-) :-)so that at night u would get light .
