Answer:  

The lines of latitude divide the earth into three heat zones. The torrid zone,the temperate zone and the frigid zone. In the torrid zone the sun's rays are direct. In the temperate zone the sun's rays are slanting and in the frigid zone the sun never shines.

The lines of latitude indicate the general climate of an area by applying the principle of these heat zones or thermal zones of the earth.

First of all, I have to mention, the question says "how can the general climate of an area be described" and not "how can the general climate of an area be determined". So, there's nothing to worry!

ANSWER : The temperature decreases as we go northwards and southwards from the equator. The region within 23 ½°N and 23 ½°S will get tropical climate with ample temperature and rainfall. On the other hand, the regions between 23½°N - 66½°N and 23½°S - 66½°S will get temperate or moderate climate (neither too hot nor too cold). Regions lying in the Arctic and Antarctic circles get very cold polar climate (Tundra Region)
