the govt can ensure that globalisation is fair and benefits are being shared by all by following the following things

1) the government should make some policies which should protect the interests of the classes of the society.
2) the labour laws should be implemented in such a way that , the laws should support the labours as well as the companies.
3) all the barriers should be removed and trade should be allowed.
4) all the Indian companies ,  let it be the small companies or the large companies , everyone should get equal opportunities for trade.
5) the govt. should support the smaller companies so that they will be able to compete with the larger companies.
6) negotiating the rules of WTO
