If you want to convert DC to AC, you need an inverter or oscillator circuit. If you mean "How much DC voltage has the same effect as a certain amount of AC voltage?", then you would use the RMS (root-mean-square) value of the AC voltage. This is usually the way AC voltage is given, anyway. For example, the voltage from a wall socket (in the U.S.) is about 120 volts rms, which means that it has a peak value of 120*√2, or about 170 volts. It will heat up a resistor by the same amount as a DC voltage of 120 volts.
