we can check whether a substance is acid or base or neutral by following methods:-

litmus paper :- If blue litmus changed to red by a solution then the solution is acid. And Red litmus turned Blue by a solution then the solution is base otherwise it will be neutral .

litmus solution:- it is same as litmus paper if blue litmus solution turned red then it will be an acid and if red litmus solution turns blue it will be a base.

Phenophethelin - It gives no color in acid but gives pink color in base.

Methyl orange - It gives red orange color in a acid and yellowish color in a base .

olfactory indicators- they are the indicators which tell us the solution is acid or base by smell. ex onion vanilla etc.

0 to 6 represents acids
8 to 14 represents bases

Yes we can find out whether a substance is acidic, basic or neutral in nature by two different types of tests.. But as u mentioned about litmus paper and indicators I will explain by that types of methods-:
Litmus paper---:If we take a blue litmus paper and dip it in a solution and if it turns red in colour that means the solution is acidic in nature and if red litmus turns blue it means that the solution is basic in nature. And if no change occurs it means the solution is neutral in nature .But red litmus will not change to any colour if the solution is acidic.
Methyl orange---If it's solution changes to light orange colour it means the solution is acidic but if the solution is changed to yellowish colour it means the the solution is basic in nature.
Phenolphthalein---It changes to light pink colour if the solution is basic but on the other side the solution will not change to any colour if solution is acidic in nature.
Turmeric--- Acids do not change the colour of turmeric indicator but base turn the colour of turmeric indicator to red.
China rose---If the solution is acidic in nature then the solution will covert into dark pink colour. Bases give green colour with china rose indicator.
