Dams are conflict breakers , but also they can create conflicts. In the area where the dam is built, there are a host of conflicts to arise in these multipurpose projects. Firstly , anyone who has bought the land can be in trouble since the flow of water near the dam can lead to the land of the buyer to submerge. Although the government can provide the land , although to a different location, this is a problem especially with the villagers since most of them are dependent on agriculture. Also, sadly, since the representatives are corrupted, it can lead to villagers revolting, causing conflicts. Many farmers are below poverty line and shifting to another location where they have land seems to them as an impossible or a very hard task. Hence dams can be conflict creators , too.

This is an example of the conflict caused due to building the Sardar Sarovar dam meant for the Narmada river, which the people resisted since 1984 with the help of Medha Patkar and many other social activists and NGOs. But it failed for the corrupt government turned down their pleas.
