Germany was a democracy on paper but had ceased being one in reality before Hitler. It had many political parties opposed to democracy, on both left and right, that lead to street battles by private militias, judges failing to sentence traitors like Hitler to terms that in a democracy would have been life or a death sentence, and members of the armed forces conspiring with the right-wing. Hitler played this game by grooming Hindenburg and members of the cabinet to get them to agree to destroy Parliamentary rule. They thought they could control him, get or keep cabinet appointments, improve their careers, and/or benefit from the expected expansion of the Reich and armed forces. He also made the rounds of the rich and soft-pedaled his true ideology and violent nature.

He then did a “divide and conquer” strategy, masking violence by blaming others, and slowly targeting people by starting with those unpopular on the right such as Communists and Socialists, while getting rid of his own party members that were an ideological threat to a total dictatorship. The initial military successes and diplomatic successes before them convinced those who only cared about German might to ignore the rest. Suspension of various laws occurred along with slow replacement of personnel with Nazi stooges at the state level.

He systematically took away rights from specific groups of people such as Communists, homosexuals, and Jews. Media was systematically controlled through a public Ministry of Public Enlightenment and Propaganda. Thugs and public officials were used as force behind these measures, and common citizens were used through nationalism to further enhance public loyalty to the state. He used a narrative of the German people being strong people to play on the German people's insecurities.

Following President Hindenburg's death, Hitler imposed unconstitutional laws combining the Presidency with the position of Chancellor. He made German public officials swear an oath of loyalty to him. A plebisicite was run to the people to approve of these new powers, which they overwhelmingly did, effectively solidifying his position as Fuhrer and dictator.
