Ans:- Clouds continues to moves in the sky .When one clouds cross other by rubbing .Due to the friction clouds acquire charge .Also in the atmosphere clouds rub with dust particles and hence charge gets developed .

During thunderstorms, when layers of clouds rub against eachother, charges are developed. The positive and negative charges separate from one another.
