In federal government state is completely independent of the union government.
Earlier it was a rare phenomenon of centre and state ruling parties be different. When in some states state government differ from the center the party ruling the whole country would often control the rival parties and this would undermine the spirit of federalism.
But then came a time when regional parties begun to prosper in their respective states and since no party won the lok sabha elections single handedly they were bound to take help from regional parties to form majority in lok sabha and thus started a new era of power sharing and respect for the state parties.
This was strengthened by the supreme court order by which centre can no longer dismiss the state government.
Thus federal system of government became stronger by rise of regional and state political parties.
