con cavours was a brilliant prime minister appointed by king Victor.he was a wise man he focuses on education which is the need in the country and also do may puplic welfare,in return he gain the people support.without gainning the support of the peoples the french revolution wouldn't be a success this is the reason why he needs to get peoples trust at first place.
