How do you think putting a layer of mulch helps in increasing the water?

Mulch is an insulator, so moisture is retained in the soil for longer by stopping evaporation at the surface of the soil. It also keeps the soil cool in hot weather, protecting the roots. The water available in the soil will be available for a longer time. The water table has to do with the under ground water level, in times of drought it goes down deeper, in times of wet weather it will rise.
