WATER HAS VERY HIGH SPECIFIC HEAT CAPACITY OF EVAPORATON. SO TO TURN INTO VAPOUR IT NEEDS HIGH HEAT ENERGY.............WHICH IT ABSORBS FROM THE SUBSTANCE....AND RESULTS IN COOLING

Molecules on the surface of a liquid are randomly breaking free all the time, and some liquids do this more than others. Evaporation is an endothermic process, it uses surrounding heat and so has a cooling effect. Any surface that has an evaporating liquid on it is cooler than its surroundings.
