when the liquid is hot the molecules of those liquid are in motion because it is in the process but when the liquid is cooled the process such as water which is in the process of vapourisation and due to the motion of molecules of liquid is said to be in kinetic energy but when the liquid is cool the motion of molecules stops and so the kinetic energy changes to potential energy
