f=ma

f= 600 a=10

m=f/a

m=600/10

m=60

kinetic energy= 1/2mv^2

650=1/2 x 60 x v^2

650= 30 v^2

65/3 = v^2

21.66 = v^2

v= 4.65m/s

the man should run 4.65 m/s
