India can be called a federal country because:
1.India has a Three-Tier system of government. i.e. Union, State and Local
2.Constitution provide Three type of lists i.e., Union List (having subjects of national importance) , State List(having subjects of state and local importance) , and Concurrent List(having subject of common importance to both central and state govt.) .
3.Power is shared between Central, State and Local government. i.e., Decentralization.
