The state election commissions decide which seat will be reserved for which class. This is done based on various formulas and the demographics of the constituencies, and also the general view of the electorate. It is also the power of the election commission to decide the format of election; whether it is first past the post, or a panel method.

The formulas are not uniform. In some cases, a seat will be reserved for a class which is in majority, and in some cases it goes to the class in minority. With the call for women representation increasing, it will randomly allocate some seats to women. In some cases, it will do a sequential allocation of reservation, based on what it was in earlier elections. Like reserved for SC in first election, Open in second, Women in third, NT in the next, etc.
