in regular reflection the light when strikes the surface is reflected in the medium without diverging but when light strikes irregular or rough surface it spreads all around and helps us to see objects around us like when light from the bulb strikes the wall being an irregular surface it spreads the light in room enabling us to see

HERE IS YOUR ANSWER
What is regular reflection
-When all parallel rays reflected from a plane surface are parallel, the reflection is
known as regular reflection.
-it takes place from a smooth surface.
-image is formed by regular reflection.
FOR EXAMPLE- (mirror) Mirror has a smoother surface.therefore,it will give a regular reflection.
(Polish wooden table) is an example of smooth surface.hence, reflection from the polished table will be regular.
What is irregular reflection
-When all the parallel rays reflected from a plane surface are not parallel, the reflection is know as irregular or diffused reflection.
-it takes place from a rough surface.
-image is not formed by irregular reflection.
FOR EXAMPLE- (peice of paper) Although a price of paper may look smooth.but it has many irregularities on its surface.Due to this reason it will give a diffused or irregular reflection.
(Cardboard surface) Cardboard surface is also an example of an irregular surface. therefore diffused reflection takes place from this surface.
