How to determine if something is a conductor or insulator?

if a substance is conducting electricity then it is conductor

if a substance is not conducting electricity then it is insulators.

Do 2 experiment

1.connect a circuit with a bulb, battery,copper wire here if the bulb glows then the copper wire is conductor

2.arrange the same circuit with plastic spoon. Here the bulb will not glow. This shows that plastic is an insulator
