How to distinguish between an acid , a base ,and water when blue litmus is given...?

When we dip the blue litmus paper in base the colour in litmus paper remains same.When we put that blue limus paper in acid and water it changes into Red colour.

In this way we can distinguish an acid , a base ,and water
