Valency is nothing but the number of electrons needs to complete an octate(8) in an atom's last shell.
Thus an atom which only has 2 electrons in its valence shell must gain 6 electrons to complete an octate which is more difficult than just giving away all the 2.
Thus it's valency will be 2.
The one who has 6 valence electrons can just gain 2 more and thus become an octate
thus it's valency will be 2.
