because it cuts the rate of supply of o2 and it is also non.cumbustible

A carbon dioxide considered as best extinguisher because..they are filled with non flammable carbon dioxide under high pressure..it suffocates by not allowing o² to come in contact with outer surroundings..So it is called as best extinguisher...hope it helps u
