as you can see oxygen is the 8th element in the periodic table. if u remember the periodic table in the order the atomic number will come in order too.
for oxygen,8 is the atomic number. now arrange the electrons as we do in the shell distribution.we will get an electronic configuration as 2,6. as the outer most shell has 6 and has to get 2 more to get stable, it is better to add 2 more to the shell than taking all the 6 away to make it stable.so 2 is the valency of oxygen.

Oxygen has eight electrons, two in the first shell and six in the outer shell, giving it a valency of two (8 - 6 = 2).
