1st dip it in acid..it will turn red
then dip the red litmus paper into base..
it will turn back to blue...
dip the blue litmus paper in distilled water..it will not change...dip it again in acid..now dip the red litmus paper into the distilled water..it will not change then also

acid turns blue litmus to red , base turns red litmus to blue and paper we have is also blue thus no change in colour, distilled water is neither acidic nor basic so here not change in the color of blue litmus.
