Add alcoholic KOH. It will remove Cl and make a double bond between 2 Carbon atoms. Since it is symmetrical, saytzeff's rule will not be followed.

Add HBr with peroxide. Br will attach itself to the carbon with more number ho hydrogen atoms and H will attach itself to the carbon with less number of carbon atoms (anti-markovnikov's rule)

Add aqueous KOH. It will remove Br and attach OH in place of Br.

You can use other reagents too. This is one way. There are many other ways.
