How will you test whether air is a good or poor conductor of electricity

Air is not a conductor of electricity. If air conduct electricity then we would get shocks too often and we would be not able to live

Well air can conduct electrical current if you provide sufficiently high voltage.

Lightning is an example of of air conducting current when sufficiently high potential difference develops between cloud and Earth surface or between two oppositely charged clouds.

Depending upon the voltage you provide anything can conduct.

But for all practical voltages ,that are generated or transmitted, air does not conduct.

So air is a Bad Conductor Of electricity.

Same goes for heat.
