While changing a negative sentence into positive sentence, do not change the meaning of the sentence. Keep the meaning as it is. For example :

He is bad. ( Change to affirmative ) Answer : He is not good.

Thus, Likewise, Answer of the question is : I am not able to pay you.

Thus, the affirmative sentence will be :- He is poor.
