‘Blow out’ is a phrasal verb which means ‘to put out a flame that is burning’. So if two candles are blown out it means two candles will be made to stop burning. It does not mean they will go out of the room.

Phrasal verb is a verb combined with an adverb or a preposition, or sometimes both, to give a new meaning, for example go in for, win over and see to.

The answer to your question is '7'
Let me explain this to you also. If you have 7 candles that are lit and 2 blew out then it does not mean that those two candles are not present there. Those two candles are still present among other candles. Hence, they must be included in counting. So, whether you lit the candles or blow them, number of candles remains the same.
