‘Blow out’ is a phrasal verb which means ‘to put out a flame that is burning’. So if two candles are blown out it means two candles will be made to stop burning. It does not mean they will go out of the room.
Phrasal verb is a verb combined with an adverb or a preposition, or sometimes both, to give a new meaning, for example go in for, win over and see to.
