there is a municipal legislation which states the functions of a municiapl body.
THese are related to, in general,  public health, safety, infrastructure works, development activities.
That means responsibilities of municipal boddies are  water supply, sewerage, sanitation, eradication of common diseases, education, recreation.  Regulatory activities such as controls on buildings, death certificate , borth certificate, dealing with encroachment on public lands.
Fire protection street lights.
