you can speak english fluently if you can learn 2 or 3 new words daily by knowing their meaning. Try to read some story books or novels which might help you to develop your English. You can also learn english by watching english movies , reading english newspapers like the hindu etc. Write a short or something daily to check your skills. If you can follow these you might be able to learn proper english.

know one thing:for a english sentence to be complete there must be verb. so your question must be 'I want to speak English'. you can watch good english movies. read good English books see the news in English language. when you see the news or movies try to listen carefully to the pronunciations. also you can take spoken english classes. if you speak hindi then there is an app for you 'Duolingo' where you can learn English from the base
