if we can see that all are 3 different states of the same molecule h20 water
as the molecules of all the 3 states are same they cannot be different
as the molecules of all the 3 states are same they cannot be different

Ice, water and steam are the different Tate's of a same substance because they have the same formula H2O. If we heat ice, it turns into water and after cooling vice-versa happens. Same happens with water and steam. So, they are states of the same substance.
