Ice when kept on palm gives more cooling effect then cold water why?

Ice is in solid state while water is in liquid state.Thus ice will convert into liquid state while absorbing the latent heat of fusion.On other hand,no such heat will be absorbed by water as it's already in liquid state.So,ice will absorb more energy than water at 273K or 0*C.The more the energy is absorbed,the more is cooling effect.As a result,cooling effect of ice at 273K or 0*C is more than water at same temperature.
