Water drops temporarily sticks with any surface due to the pull force of that surface which is also known as the surface tension.
When we put a water drop between two glass plates the pull force of the two glass surfaces will attract water drop towards themselves and the water drop creates a concave formation.
That's why correct answer of this question is option C.
