Let the height of tower is h units
and length of shadow is d units
initially, angle of elevation is 0°
tan0° = h/d = 0
that means length of shadow is ∞(infinity) = maximum
finally, 
tan90° = h/d = ∞
that means length of shadow is 0 =minimum
∴as the angle of elevation increases from 0° to 90°, the length of shadow decreases from maximum to minimum.
