Democracy is the worst form of government, except for all the others.” ― Winston S. Churchill. We have yet to come up with a better system to organize society and politics. But it's possible. You ask an excellent question. Let's list a few improvements we could make on democracy:

1) Voters should be educated on the issues they are voting on. Same for representatives. We need to find a non-excluding, fair and balanced way to make sure that all voters have access to the information required (1)

2) We need better ways to limit the power of politicians, specially in developing countries. They shouldn't be able to raise their salaries, hire cronies, legislate on their retirements and so on. Above all, they should not have the power to lead their countries directly into financial ruin due to sheer ignorance of how the modern world works (2)

3) We need to find innovative ways to curb the power of special interests ranging from the industrial-military complex to taxi driver unions to oligarchies. Technology may help us here as it is doing with Uber.

4) Voting should never be mandatory, as it is i my home country of Brazil

5) Politics should not be a full time job or even a career. People from different walks of like would serve for a few years and then go bak to their original lives. However, before being allowed to serve all candidates will have to pass a test to demonstrate basic proficiency in a number of subjects related to their future work.

6) Laws need to be shorter and simpler. No law should be allowed to go over 100 pages. Lawyers and politicians just will have to deal with it. Simplify. Summarize. "The biggest enemies of democracy are those who write long laws", Niall Fergusson, The Great Degeneration.

7) Same way with courts. Let's do away with complicated rituals performed in the name of justice. The most important aspect of court decisions is that they are fair; the second is that are fast. Democracy needs simple court processes and lawsuits that end in weeks not years.

8) Eliminates all kinds of special privileges afforded government workers and authorities. With very few exceptions motivated by risk concerns, they should all drive their own cars or commute to work by subway, as everybody else.

9) Avoid the extremes. A craddle-to-grave welfare state is just as pernicious to democracy as the total lassez-faire, unbridled market economy. Consider te limitations of human nature and don't fall in the extremists traps

10) Do not have direct popular vote to elect a President. An electoral college will greatly enhance the quality of the process.

If the higher-ups have passed a set of rules to promote gender sensitivity but have not made an effort to sensitise employees, there will be no change in attitude. Educate the managers who interact with the employees. Teach them to identify discrimination—how and where it happens and how it can be handled.

Establish a policy where men and women are equally compensated
It should be made a compulsory policy that pay is the same regardless of gender. Equal opportunities should be given to both men and women in terms of recruitment, promotions, and on-site opportunities.

No special privileges for a specific gender
Regardless of one’s gender, there should be no specific privilege granted to anyone. If a person is a part of a company, he or she should be expected to perform duties without bringing gender into the question. It is unfair to men when women insist on getting home early; there should be strict guidelines that everyone should adhere to.

Active human resources department
When an individual feels slighted or wronged, the first place they go is the HR department. It is of paramount importance that the HR’s interest is towards solving the problems of the individual more than anything else. Strict action should be taken after considering the complaint of the victim. Remember, justice delayed is justice denied.

Leadership roles for both genders
Imagine the plight of a company where the employees of a particular gender are not considered for promotions or a role in the senior leadership. The bias has been against the womenfolk as women are considered more docile and therefore not a fit for the cut-throat position of a leader. Time and again woman have proved this to be a myth with stellar performances in leadership roles. But the attitude still persists among the majority. The only criteria for someone to be in a leadership role should be their technical prowess and leadership skills..
